Goals 2000 - Educate America

  • Teachers and Goals 2000 - GOALS 2000 encourages states, communities, and schools to create many more high-quality opportunities for teacher learning and professional development. It does so by asking that professional development for teachers and school staff be part of every plan at every level. And it encourages your school, community, and state to use GOALS 2000 funding to strengthen professional development and preservice learning for teachers and other school staff.
  • The Act - To improve learning and teaching by providing a national framework for education reform; to promote the research, consensus building, and systemic changes needed to ensure equitable educational opportunities and high levels of educational achievement for all students; to provide a framework for reauthorization of all Federal education programs; to promote the development and adoption of a voluntary national system of skill standards and certifications; and for other purposes.
  • Goals 2000: Reforming Education to Improve Student Achievement - The Goals 2000: Educate America Act, which became law in 1994 and was amended in 1996, represents a vast approach for "improv[ing] student learning through a long-term, broad-based effort to promote coherent and coordinated improvements in the system of education throughout the Nation at the State and local levels."
  • Goals 2000: Educate America Act (overview) - The Goals 2000: Educate America Act, Pub. L. 103-227, became law on March 31, 1994. Title I of the Act defined a set of eight National Education Goals, and the rest of the law was intended to provide a framework for meeting those goals. Title I of the Act is reproduced here.
